    Substate organizations authorized under the Older Americans Act of 1965 to develop a comprehensive, coordinated system of community-based services for older adults within their planning and service area. State Units on Aging designate, provide federal and state funding, and monitor operations of AAAs. Eight states and the District of Columbia do not have AAAs and, therefore, serve the roles of both state and area agency. AAA's responsibilities include planning; development of local funding resources; and contracting with local service provider organizations to provide authorized services which include information and referral/assistance, outreach, case/care management, escort, transportation, homemaker/chore, personal care, home repair and rehabilitation, home delivered meals, congregate meals, adult day care, elder abuse prevention, nursing home ombudsman, legal assistance, employment and training, health promotion and disease prevention and senior centers as well as services that support caregivers including respite care, counseling and education programs. AAAs may provide a number of other services in situations where local service provider options are limited.

    Programs that coordinate access to outpatient mental health services and/or psychiatric hospitalization and residential treatment facilities in a community by evaluating the nature and severity of an individual's mental health problem, determining which service response would best meet the needs of the patient, doing an eligibility assessment, and providing a referral to (or facilitating placement in) an appropriate program or facility. Mental health triage services may be located in an emergency department, community mental health service, call center or co-located with other specialized mental health services.

    Programs that offer classes or groups, sponsor victim panels or provide other interventions which help domestic violence offenders understand and take responsibility for their acts of violence and abuse; realize that their behavior is the result of their desire to gain power and control over their partner's life; and make a decision to stop their abuse by looking at the damaging effects of their actions on their relationships, partners, children and themselves. The group sessions address the tactics of power and control; describe the cycle of abuse; challenge stereotypical gender role expectations; and help abusers identify and articulate their feelings and recognize behavior, emotional and physical cues which signal escalating anger. Participants learn problem solving skills, negotiation and conflict resolution skills, stress management techniques, communication and listening skills and other skills that will help them develop and maintain positive, healthy partnerships; and may be ordered by the court to attend or self-refer. The victim panels provide a venue which enables volunteers who have been subjected to abuse to describe the treatment they have endured and the impact on their lives.

    Programs that help people who have been released from a correctional facility make a successful transition to community life. Services generally include an assessment of the individual's needs, discussion of options and short-term case management involving coordination of needed services which may include housing location assistance, job training, job placement and retention services, legal assistance, literacy skills development, GED courses, parenting classes, life skills training, access to food and shelter resources, and other sources of support.

    Organizations that sponsor expositions which offer health screenings and a wide variety of informational materials for participants. Health fairs are offered in many locations including parks, recreation centers, senior centers, schools and malls and offer stations for health history, height, weight, visual acuity, a blood profile and a general health review and referral as well as a variety of optional screenings which may include dermatology, hearing, podiatry, dental, glaucoma, allergy testing and the blood test for prostate cancer. Educational materials are usually available in a number of languages and may include information about AIDS/HIV, environmental health, prenatal care, heart disease and other community health topics. Some sites may also offer "Ask the Pharmacist" booths for information about medication.

The information and referral process involves establishing contact with the individual, assessing the individual's long and short-term needs, identifying resources to meet those needs, providing a referral to identified resources, and, where appropriate, following up to ensure that the individual's needs have been met.

    Programs that provide assistance for veterans who are having difficulty understanding and/or obtaining the full benefits and services to which they are entitled by law based on service to their country. The programs may help veterans understand the eligibility criteria for benefits, the benefits provided by the program, the payment process and the rights of beneficiaries; provide consultation and advice; help them complete benefits application forms; negotiate on their behalf with U.S. Department of Veterans Affairs staff; and/or represent them in administrative processes or judicial litigation. Included are Veteran Services Officers (VSOs) who are trained and accredited by the Veteran's Administration (VA) and can be found in offices specific to each state, the county courthouse, the local VA office and local veteran's rights organizations; as well as legal aid programs that offer more formalized legal assistance.
